Canadian Sovereignty Act
On Jan. 27, 2026, the
Conservatives used their allotted 'supply day' to have their motion debated and
voted on in the House of Commons. The motion calls on the Liberal government to
introduce the Canadian Sovereignty Act (Conservative) that was previously
before the House.
The votable Motion
re-establishes Canada as a competitive resource-producing nation by repealing
federal measures that block or penalize development. It rewards provinces,
businesses, and workers who build and invest in Canada. It protects Canadian innovation by requiring
the Minister of Industry to present plans to Parliament to keep Canada's
inventions, discoveries and innovations from being sold off to other countries.
The plan urges the Liberals to
stop delaying and support enlightened legislation that will slash red tape and
get government out of the way, so Canadians don't just survive but thrive. It
is possible to create an economic climate for good-paying jobs that allow
workers to afford safe homes and place nutritious food on the table. When
Canada builds products and exports more, general incomes rise, and life becomes
more affordable for all Canadians. Taxes can then go down to expand personal
freedoms. Healthcare and the social safety net become sustainable.
There are strategic and
fundamental reasons for the needed change. The Liberal legislative agenda since
2015 has been driven by erroneous philosophies and ideas that have proven contrary
to Canada’s best interests. While the beliefs were opposed when made into legislation,
the predictable consequence left Canada in a weak economic predicament and culturally
divided.
In reaction to Liberal aberrations,
Canada now has two vigorous and fully involved separatist movements. Canada as
a nation, faces the prospect of dissolution. However, if one believes in
evidence-based policy-making and using research data to inform decisions
grounded in fundamental principles, there is a path to meet Canadians' need to
live well within a united Canada.
The Conservative policy ideas
reflect the pressing challenges and opportunities facing policymakers in 2026,
emphasizing the need for innovative, collaborative approaches to build a more
equitable and sustainable society. The record reveals that the Liberal
administration has completely failed and must be replaced as soon as possible.
The Conservative House of
Commons motion calls on the government to make Canada a competitive
resource-producing nation by repealing anti-development laws to unleash our
economy, including: -- The Impact
Assessment Act (formerly Bill C-69); The Oil Tanker Moratorium Act (formerly
Bill C-48); The federal industrial carbon tax; The oil and gas emissions cap; The
federal electric vehicle sales mandate; The federal plastics manufacturing
prohibitions; and Federal regulatory restrictions that impede communication and
advocacy by Canadian energy companies.
There are also Justice and
Public Safety problems that need urgent attention.
Conservatives have brought
forward realistic policy plans. If the Prime Minister remains true to his
speeches, his government should adopt these solutions to realize his intentions.
At a time of geopolitical uncertainty, the government must do everything
possible to unleash Canada's incredible potential. However, the Canadian
economy is suffering after a decade of Liberal policies that have crushed
workers' hopes, killed jobs, and stifled innovation and investment. The
problems of Canada have been mostly home-made.
It takes about 19 years to
approve a new mine. Then, additional Liberal policy blocks Canadians from
exporting to new customers overseas, which is opposite to the Prime Minister’s
rhetoric about “diversifying trade.”
Meanwhile, President Trump’s unjustified tariffs have more than doubled.
The facts are stark. Recent
Employment Insurance (EI) figures show that almost 600,000 Canadians are now
receiving EI, and more than double that number are out of work. Sadly, Canadian
food banks saw more than two million visits in a single month. It is a direct
measure of the consequences of Liberal policy.
Since taking office, the Prime
Minister has neither permitted nor initiated the construction of a single
nation-building project, despite numerous press conferences and verbose claims
in the House of Commons. The Conservatives previously supported Bill C-5, because
the Liberals promised it would “realize our country’s full potential as an
energy superpower by creating new trade and economic corridors that diversify
our economy.” Meanwhile, none of the Liberal
ideological laws blocking such progress have been cleared away.
Our nation is blessed with
vast resources and inventive people. Embracing this potential can inspire pride
and hope, making Canada the wealthiest and most affordable country on earth.
Ending Liberal policies that block our progress will turn 'Canada Strong' from
a TV ad slogan into reality, fostering unity and optimism. Fully dealing with
affordability will bring unbounded opportunity.
Last August, Conservative
leader Pierre Poilievre unveiled the Canadian Sovereignty Act: a detailed,
practical plan to make our country self-reliant and affordable by unlocking our
economic potential – focused on actionable steps within Canada's control that
can be effectively implemented with bipartisan support.
Along with repealing
anti-development laws, Conservatives propose that the government incentivize
hard work and investment through a reinvestment tax cut and “free trade
bonuses” for provinces that open their markets to their fellow Canadians.
Conservatives are committed to
protecting Canadian research and development. We call on the Minister of
Industry to present to Parliament a plan that empowers administrators to
safeguard our scientific expertise from foreign actors, and foster national
resilience through collective action.
Conservatives are ready to
collaborate with any Member of Parliament to get Canada working an earning. All
parliamentarians must unite and support the Conservative rescue plan with
resolve to secure a prosperous united Canada.
